Animal Birth Control is our Mission and Vision

Project Pawsitive from PAWS - is a first-of-its-kind initiative, setting the standard for how India can do an effective Animal Birth Control program that is well designed and scientifically sound. It is aimed at sterilizing 99% of breeding population of stray dogs in one area paving the way for rabies control and safer communities.

The Need for Ethical Animal Birth Control

Uncontrolled breeding of street dogs leads to increased suffering, higher incidence of disease, human–animal conflict, and pressure on limited civic and animal welfare resources. Animal Birth Control (ABC), when carried out scientifically and ethically, is the only proven, humane, and legally endorsed method to stabilise street dog populations while improving their overall health and temperament. At Prithvi Animal Welfare Society (PAWS), our ABC programme is designed not merely as a surgical intervention, but as a comprehensive public health and animal welfare initiative grounded in compassion, veterinary best practices, and long-term impact.

Our Commitment and Access for Street Feeders

PAWS recognises the critical role played by community and street feeders in sustaining and monitoring street dogs. To support this ecosystem, our ABC services are provided free of cost to deserving street feeders who are genuinely unable to bear the expense of surgery and post-operative care. Each case is assessed with sensitivity and fairness to ensure that financial limitations do not become a barrier to humane population control or animal welfare. This approach ensures inclusivity while maintaining accountability and responsible utilisation of resources.

Capacity and Infrastructure

The PAWS ABC facility has been purpose-built to handle large-scale sterilisation in a controlled, humane, and efficient manner. We have an adequate holding capacity to accommodate up to 200 dogs at any given time, enabling us to undertake high-volume ABC drives without compromising on care standards. Separate, clearly demarcated areas are maintained for intake, pre-operative holding, post-operative recovery, and longer-term observation where medically required. This segregation minimises stress, reduces infection risk, and allows for close monitoring at every stage of the process.

Veterinary Standards and Clinical Governance

All procedures at PAWS are carried out by trained and experienced veterinary surgeons, supported by qualified para-veterinary staff and animal handlers. Strict adherence to recognised veterinary protocols, Animal Welfare Board of India (AWBI) guidelines, and established surgical SOPs is mandatory. Hygiene, asepsis, pain management, and animal comfort are treated as non-negotiable standards rather than optional best practices.

Diagnostic and Surgical Capabilities

Clinical decision-making at PAWS is supported by in-house diagnostic capabilities. Pre-operative assessment is conducted diligently to ensure that only clinically fit animals undergo surgery, thereby minimising risk and improving outcomes. Our surgical infrastructure is designed to meet modern veterinary requirements and allows multiple procedures to be conducted safely and efficiently.

Key facilities include:

  • In-house blood analysers for pre-surgical screening and clinical assessment

  • A well-equipped operation theatre with surgical-grade tables

  • High-quality overhead surgical lights to ensure precision and visibility

  • Dedicated preparation area for pre-operative procedures

  • Separate, monitored recovery area for post-operative care

Ethics, Transparency, and Accountability

PAWS operates its ABC facility with a strong ethical framework. Every animal is treated with dignity, and every procedure is documented to ensure traceability and transparency. We actively discourage rushed or volume-driven sterilisation models that compromise animal welfare. Instead, our emphasis remains on quality outcomes, reduced post-operative complications, and long-term community trust.

Impact and Long-Term Vision

Through this facility, PAWS aims to create a sustainable, replicable model for humane street dog population management. By combining scale, scientific rigour, and compassion, our ABC programme contributes to healthier street dog populations, safer communities, and reduced long-term burden on shelters and caregivers. This facility stands as a cornerstone of our broader mission to promote coexistence, responsibility, and ethical animal welfare practices.
